To look at the issue of the sale & use of Laser Pen's & similar devices(maybe a total ban). Also stiffer penalties when used illegally(ie at Aircraft/Vehicles/People).
Why is this important?
More & more reports of these devices being used against Aircraft civil & Military. Most recent incidents are. A Virgin Airlines flight had to return after pilot suffered sight problems from having one of these devices shone into cockpit & a F15 Eagle from the 48th Fighter Wing RAF Lakenheath was subject to a laser pen being shone at it as it approached to land
