Turn Energy Pricing Upside Down

Dear Mr Davey,
I would like to see domestic energy pricing turned on its head.
Very simply, standing charges would be removed completely, and price per unit would increase in bands as household energy use increases.
This would be cost neutral, with higher unit prices for the people who use the most energy in their homes because they can afford to pay the higher bills.

Why is this important?

This would have two very beneficial outcomes:
1. It would be a very simple way to help the poorest in society - households who can barely afford to put the heating on once they have paid the standing charges.
2. It would give all householders an incentive to use energy-saving behaviours and to make energy-efficiency improvements to their homes.
Energy must be treated as an increasingly precious resource and shared wisely.
