If the 2017 referendum returns a decision that the UK will leave the EU, then the Scottish government should declare its intention to remain within the EU and therefore begin moves to become independent from the UK.
Why is this important?
The Conservative government is planning to hold a referendum in 2017 to decide if the United Kingdom will leave the European Union. There is the possibility that the vote will show that while the rest of the UK will want to leave the EU, the Scottish vote will show that the majority of Scots wish to remain as a member of the EU.
This will indicate a major divergence in the vision of the people of Scotland and the people of the rest of the UK on the future path which the United Kingdom should take. As a consequence, the Scottish Government should begin to make moves to become independent from the United Kingdom and follow the wishes which its citizens have indicated.
