Referendum on Independence for England

Enable All people, over the age of 16, living in England to Vote in a Referendum on the future of England as part of the United Kingdom.
The question to be put to the people of England shall be: "Should England be an Independent Country?"

Why is this important?

Scotland:
In September 2014 over 1.6 million people in Scotland voted to leave the UK. They answered YES to the question "Should Scotland be an Independent Country?". The Referendum campaign triggered a flowering of grassroots community participation in democratic discussion and debate. The Referendum Campaign encouraged inclusive, citizens rights based engagement with democracy. A new political culture has transformed Scotland and the Scottish Parliament has decided to call another Referendum on Independence to be held in Autumn 2018 or early 2019.

Northern Ireland:
There are increasing calls for a Border Poll under the provisions of the Good Friday Agreement and throughout Ireland growing support for a Referendum on Reunification of the country outside of the United Kingdom.

Wales:
There is an expanding debate about a possible Referendum on Welsh Independence.

England:
There is little public discussion about the constitutional possibilities for England's future this petition aims to encourage democratic engagement with the idea of Independence for England.

The United Kingdom?
The institutions of the United Kingdom: The Crown, The Established Church, The Bank of England, The City of London, The House of Lords, The Commons, The Westminster & Whitehall system of government, were established without a democratic mandate from the people of England.
These UK institutions developed in a period when only a tiny minority of the male population had a right to vote. Many of these institutions remain structurally undemocratic and all face a crisis of 'Legitimacy'.

The Acts of Union that created the United Kingdom were not subject to the democratic agreement of the peoples of Scotland, Ireland, Wales or England. The United Kingdom is a dysfunctional Union. The crisis of legitimacy facing the British State has been increased since the outcome of the Referendum on Membership of the European Union held on 23rd June 2016 speeding up the dynamic towards the break up of the 'United Kingdom'.

We propose that the Referendum on Independence for England be held the same day as the Referendum on Independence for Scotland in Autumn 2018 or early Spring 2019.

The Future of England
A Referendum Campaign offers the opportunity for people to question and scrutinise the institutions of the United Kingdom and to envisage a different future.
A future where political and economic power is not concentrated in London and the South East of England.
A future that celebrates the diversity of cultures in England where we work together for social and economic justice.
A future where the relationship between England and our neighbours in Scotland, Ireland and Wales is one based on friendship and equality not hostility and domination.
A YES majority in the Referendum will mean the end of the United Kingdom.
We propose the formation of democratic Citizens Assemblies to discuss a new Constitution for England leading to a new Agreement of the People.

This petition will run up to 29th March 2018 [the first anniversary of the UK Government triggering Article 50 to begin the process of leaving the European Union] we aim to secure the support of at least 100,000 people.

How it will be delivered

When we reach our target of 100,000 signatures we will call a Press Conference in Birmingham and call upon the House of Commons to accept our petition and for the Commons to debate the call for a Referendum.

We passed over 1000 signatures earlier today on the symbolic 800th Anniversary of the Magna Carta.
