Voting rights for Ex Pats

To allow all Ex-Pats no matter how long they have lived abroad, to vote on Referendums, that concern International and European Themes, like BREXIT.

Why is this important?

Because Brexit involves all British persons, no matter where they live, but especially those who live in Europe.
