An opt out clause is needed for the energy rebate/loan

Dear Chancellor
Not everyone is willing to accept the so called energy rebate announced by your Government. That this has to be paid back makes it a loan. A loan should be a voluntary process and your plans are not voluntary. An opt out clause must be inclcuded in these plans.

Why is this important?

Many people do not realise that this is not a free hand out but they will have to pay the money back. This may bring disaster to many people who are living on the edge of relative and absolute poverty already.
