Ban telecom companies from charging consumers for fraudulent or excessive call charges

Ban telecom operators from passing on fraudulent call charges to consumers.
There are many stories in the press about people being charged thousand of £ because someone has stolen their mobile phone and called fraudulent numbers that are charging ludicrous amounts of money for receiving a call, or tricked them into calling such a number from their landline.

Calls costing £1 per minute or even per second cannot be legitimate numbers, no one would actually call such a number for any legitimate reason, so they have to be fraudulent numbers.

Telecom providers shouldn't deal with numbers that cost such huge amounts of money to call, if they do then it's the fault of the telecom provider for not realising the number is a scam run by criminals and blocking it.

Why is this important?

People are having their lives wrecked simply because they've either had their mobile phone stolen or cloned or they've been tricked into calling a fraudulent number.
The telecom companies are quite happy to pay the insane call charges to criminal gangs because they then charge their customers for the cost of the call.
