E-Bikes & E-Scooters must be licensed, insured, only ridden by 18 year olds & only used on the roads

Drivers of E-bikes & E-scooters regularly drive without proper headgear or shoes. Many wear dark clothes & cannot be seen at night. Many do not have lights. They do not take notice of traffic lights. Many ride on pavements & are a great danger to pedestrians, especially those who are food delivery drivers. My wife & I have often been surprised & frightened by e-bike & e-scooter drivers driving past us  quickly & silently on local pavements & in our local park.
