Early pension payments to terminally ill

When people, who have contributed many years to the national insurance scheme, and diagnosed as terminal ill, they should be entitled to claim a percentage of their contributions to make their final months financially more comfortable

Why is this important?

Many people contribute from first starting work until well into their sixties towards a pension they will not live long enough to claim. Is this fair?
