Enforcement rules regarding Cycling

Enforcement of Cycling rules regarding the visibility of Cyclists, particularly at night. Cyclist should be seen. Therefore, they should wear visible light coloured clothing. They should have lights on on the back and front of the bile. They should have reflectors on the wheels and the body of the bike and should wear a helmet and gloves at all times.

Why is this important?

Laws for drivers have changed in favour of cyclist against the driver. However, if I took a cyclist out at night, in dark clothing with no lights etc, am I really at fault?
