Make Functional skills qualification at University for students with learning difficulties

There are students who may struggle with the format of GCSE and find Functional skills easier to understand yet it is not recognisable like GCSE. Why not?

I want to know why it is not possible to be a recognised examination process, as Edexcel GCSE? I struggle with GCSE. However I find Functional skills less confusing. I am wondering if it could by a recognizer for students with mild to moderate learning difficulties or have discaculia or dispraxia?
