Make Issuing Excessive Parking Charges Illegal

Render it illegal for private companies to impose excessive penalties to motorists who inadvertently overstay in a free car park or parking area on 'private' land (Retail Parks, Hospitals, Train Stations, Supermarkets, FastFood Restaurants, Out-of-town Shopping Malls, etc.), and stop the parasitical activity currently permissible.

Why is this important?

This latest scourge has emerged after clamping companies were banned. These 'charges' are unenforceable, however many vulnerable motorists are scared into paying £60, £100, £120, sometimes more with threatening letters based on nothing more than a carefully worded speculative 'invoice'. These parasites must be stopped, as it's damaging to the retailers they proport to represent (but never name in their letters that are sent only to the registered keeper of the vehicle, based on data purchased from the DVLA). Various forums and campaigns have popped-up to assist the motorist in appealing and having these charges overturned, however it remains legal for companies to carry out this dubious and highly profitable activity.

How it will be delivered

This Petition will be delivered to the Right Honorable Dr. Liam Fox MP, with whom the Petition initiator, Dr. Murray Ambler-Shattock, is already in communication on this matter, as Dr. Fox MP is the local constituency MP for the area within which the Petition initiator resides.

'UnWelcome Break'
£100 PCN from ParkingEye (part of Capita) at Welcome Break's Gordano Services at Junction 19 M5. £100 PCN for a mere 15 minute overstay beyond the free 2 hours, due to car not starting...despite spending £20+ in Welcome Break's facilities... Welcome Break did nothing to assist... VERY expensive coffee and sandwich. How is this even legal?

Despite a crackdown by the government, hospitals made a massive £175m in parking charges in 2017, a new record for a twelve-month period. They also made nearly another £1 million from parking fines, an increase of 30% on the previous figure, though some sources believe this number is nearer £4 million. Worst of all is that over 50% of them still charge disabled patients to park in the car parks.

A top Welsh Human Rights Barrister, Nicholas Bowen QC, was issued a parking fine by a parking firm ParkingEye for exceeding the free two-hour limit by 20 minutes, when he took a nap at midnight at a service station on the M4.

ParkingEye sued him when he refused to pay the fine, but Mr Bowen QC took ParkingEye to Court, and they were ordered to pay £1,550 in costs when a Judge at Central London County Court dismissed the case.
