Make it law to pass horses no more then 15mph

To make it law to pass a horse on a road no more then 15mph to prevent further accidents and so that people have feel safe in Chippenham and Wiltshire

Why is this important?

To keep everyone safe while out riding be it horse rider & horse or car & people either way we must stand up and fight for what is right!
