No dogs allowed on school premises

I would like to ask why dogs are allowed to run freely around the playground isn't that a health and safety risk?

Why is this important?

It's important to keep all children safe at all times and having dogs run around the playground isn't really acceptable for safety reasons and the fact that not everyone is into dogs.. Eg my special needs child.
