Opening the top end of Pound Hill Shops car park

I'm proposing that the top part of the Pound Hill shops car park should be opened up to allow an entrance and an exit to the car park.

Why is this important?

I believe this will help ease the congestion and potential for accidents at busy times. I'm sure everyone in Pound Hill has at some point dealt with the gridlock in the car park.
