Subsidised Public Transport for over 60's

Anyone over the age of 60, in Scotland, Northern Ireland and Wales get subsidised public transport, even people in London get it.
Why is the rest of England being disadvantaged?
This should be the same for all members of the public in the United Kingdom, either it should be removed from them or the rest of England should have subsidised transport.

Why is this important?

This is important for equality purposes, no one group of people should have benefits that are excluded from the same group of people in another area.
This is regional discrimination.
