Road vehicles should use headlights at all times.

The Ministry for Transport should legislate that all vehicles should be legally bound to use headlights at all times.

Why is this important?

It is quite alarming how many vehicles of all types do not use headlights in conditions of poor visibility, such as heavy rain, mist and even fog, dawn and dusk light, etc. Even in bright sunlight vehicles are far more visible. Vehicle visibility is an absolute priority. It reduces accident rates and saves lives .The EU ruled that from 2011 all vehicles should be fitted with DRL's (Direct Running Lights) which are switched on automatically when the engine is started. (This does not appear to turn on the rear lights.) There are many vehicles made before this date, and there is a mass of evidence that vehicles can be seen far more clearly under all weather and light conditions if they have their headlights and rear lights on.
