Allow Split domiciliary social care between two houses as part of care packages

My mother is being discharged from psychiatric hospital shortly and me and my brother wish to look after her between us in two separate houses alongside our own families. We do not feel just one of us should bear all the responsibility and stress this could bring so wish to share the burden between us. My mother suffers from mental illness and has physical disabilities which require lots of care and time. If this cannot be arranged, she may have to go into a care home which she does not want.

Why is this important?

Domiciliary social care is restricted to one main property and does not allow the care package to be shared between two carers so only one person can look after elderly or disabled person in their home rather than two carers sharing the responsibility, stress, pressure that comes with caring.
