Ban company phoenixing

I want the government to create legislation that stops a managing director from dissolving/liquidating/going into administration their company... and then immediately starting again with a new company with Almost the same name, exact same business and same creditors and debtors. Without ever paying off the debts owed to previous creditors. With no repercussions to them whatsoever
