Bikes should have bells

Require cycles & eScooters to have a bell or similar in order to warn pedestrians, and especially the visually impaired, etc of their proximity.

Why is this important?

When walking in parks & on footpaths, I have often nearly been struck from behind by almost silent cycles & eScooters.
