Bring back dog licensing and training classes.

Everyone who owns a dog or wants to buy / adopt a dog should take mandatory classes and gain a license to own one. We need a license for guns and cars, so what is the difference?

Why is this important?

Too many breeds being tarnished by the same brush when really the reality is it’s down to irresponsible owners.
