Cap on Out of Hours Vet Fees

I am asking for a reasonable cap to be put on what out of hour vets can charge for services. I want pet owners to be able to afford to see a vet, in an emergency, at any time.
I want 10000 plus signatures.

Why is this important?

I had to pay over £600 for my very old dog to be put to sleep on a Sunday. I do not want others to have to worry about these fees at such a difficult time.
