Community Petition for Traffic Enforcement and Calming Measures

We, the undersigned residents and members of the Chatburn community, are increasingly concerned about road safety on Downham Road.
Although Downham Road is already subject to a 20-mile-per-hour speed limit, many vehicles regularly exceed this limit. Cars are park on both sides of the road, and at some sections, the road is so narrow that buses and lorries find it difficult to pass one another causing considerable congestion and in at least two incidents damage to buildings. Residents frequently witness vehicles travelling at unsafe speeds through a residential area used daily by pedestrians, families, cyclists, and older residents.
Travelling in either direction from Chatburn towards Downham Village, or visa versa, there are 3 different speed restrictions within roughly 25 meters of each other, making it difficult for drivers to adjust speeds within the law.
The current situation undermines the purpose of the 20 mph limit and creates a genuine risk to the safety and wellbeing of the community. The road is used by local people walking, accessing homes, and moving around the village, and excessive speed puts everyone at unnecessary risk.
We therefore call upon the relevant authorities to take immediate and visible action to address this issue.
Specifically, we request:
- Regular speed enforcement checks by police or community speed monitoring teams
- Vehicle-activated speed warning signs reminding drivers of the 20 mph limit
- Traffic-calming measures such as speed cushions or raised tables.
- A formal traffic and speed survey to assess the scale of the problem
- Clearer road markings and signage reinforcing the 20 mph restriction
These measures would support the existing speed limit and ensure that it is respected and enforced, helping to protect residents and maintain the safety and character of our village.
The Chatburn community is simply asking for the existing law to be upheld and supported with effective traffic management.
We respectfully request that the authorities work with residents to review conditions on Downham Road and introduce the necessary enforcement and calming measures without delay.
