Contaminated Blood Scandal - why the government inaction

I would like to ask this government, why do they let this continue? Is it to let as many as possible die and reduce the costs? Every day that passes just increases the pain and anguish for those left, many in abject poverty, caused by this scandal. Why is this government not only prepared to sit by and watch people die, but choose to exclude parents who have lost children, even all their children, and widows from any compensation at all?
Why is this important?
The Contaminated Blood Scandal of the 1970s and 1980s has been described by Lord Winston as "the biggest scandal in the NHS's history". It saw the infection of some 5,000 Haemophiliacs with HIV, Hep-B, Hep-C and exposure to nvCJD. To date, over 3,000 of said have died and, along with those infected through being given bags of whole blood, plasma and other blood products, continue to die at a rate of 1 every 4 days. Children, parents, spouses and partners left bereaved, desolate and often in abject poverty.
This government set up a public enquiry and instigated the publication of a Compensation Framework. Since publication of the findings of both, the government is just dragging its heels and kicking the findings of its own enquiry and compensation framework in to the long grass.
Because over 3,000 have died to date and continue to die at the rate of 1 every 4 days. If that weren't enough, this scandal could have been largely mitigated. The public enquiry has found and reported that the fault lies at greedy US corporations, UK government penny pinching and UK government and civil service cover ups.
