Give Oldham Voters a Fresh Say – Move to Whole-Council Elections
We call on Oldham Council and the Government to take the necessary steps for Oldham to move from elections by thirds to whole-council elections, giving residents the opportunity to elect all 60 councillors at the same election.
Following that whole-council election, elections should take place once every four years, allowing voters to make a clear choice about the future direction of the borough.

Why is this important?
Oldham currently has 60 councillors representing 20 wards, with three councillors in each ward.
Under the usual system, only one councillor in each ward is elected at a time, meaning only one third of the council normally faces the electorate at each local election.
We believe Oldham would be better served by moving to whole-council elections.
Electing all 60 councillors together would give residents a clear opportunity to decide the overall direction of their council and would provide a clear democratic mandate for the following four years.
This is not about benefiting any particular political party. Every party and every independent candidate would contest the election under exactly the same system.
It is about giving the people of Oldham a stronger and clearer say over who runs their council.
Other councils already use whole-council elections, with voters choosing their councillors once every four years. We believe Oldham residents should have the opportunity to be governed under the same straightforward system.
