Honour Promises Made to Windrush Generations

We call on the Government to:

  • Provide free independent legal support for all Windrush victims and their impacted family members.
  • Create a new, independent Windrush Redress Authority backed by legislation.
  • Launch a full public inquiry into the Windrush scandal and its ongoing impact, shaped by survivors, families, descendants and trusted community organisations.
  • Grant citizenship or indefinite leave to remain with all tests waived and any paid fees returned to the victims and their descendants who have lived most of their lives in Britain including great-grandchildren born here.

Why is this important?

The Windrush scandal has caused devastating, lifelong harm to thousands of British citizens and their families. The Home Office has refused compensation to more than half of all claimants – the highest nil-award rate of any state compensation scheme reviewed.

In June 2024, then-Shadow Home Secretary Yvette Cooper promised a Labour government would ā€œoverhaulā€; the scheme entirely if it continued to fail. Almost two years on, promises have not been kept.

A recent NAO report found that only 1 in 3 of concluded Windrush claims received a payout.

In contrast, 81% of eligible claims to the Post Office Horizon Shortfall Scheme received a payment.

A June 2025 report by JUSTICE found that without legal advice, victims were offered an average of Ā£11,400. With representation, that rose eight-fold to Ā£83,200. One victim, Vanderbilt McIntosh from Manchester, first applied in 2021 and received five ā€œnil awardsā€ before finally being given an award this year.

Survivors have got a Windrush Day, a Memorial and even a London Overground name - but they are still being denied actual justice.

The government has apologised and made promises to do better. Now it must act.
