Make self-serve plastic bags compostable

Supermarkets provide an enormous number of plastic bags every day for people to buy fruit, vegetables and bakery items. Most of these bags are binned as soon as the items have been used. Most of these bags are also very slow to degrade (e.g. https://www.plasticoceans.org). This situation can easily be made better if supermarkets provide shoppers with biodegradable bags instead.
