Make drivers reporting hitting cats covered by law

My baby boy was hit by a car, the damage was irrepairable he was left with smashed pelvis, severed spinal cord with no pain receptors in his back leg or tail. In pain and scared left alone. He died and its broken us as a family he wasnt just a cat he was my baby boy.
