Make it compulsory for foxhounds to be muzzled

Make it compulsory for foxhounds to be muzzled when out trail hunting in order to stop the "accidental" death of foxes.

Why is this important?

Foxes are being killed regularly by foxhounds belonging to hunters that are claiming to be trail hunting. The foxhounds should be muzzled so they do not cause any "accidental" harm to foxes or other wildlife.
