No references for recruitment

Remove this requirement as it stops a lot of people getting the opportunity to work. As new workers haven't got references, they can't work or their process is delayed until they find someone to say they are good.

Let them work for 60 days, then if they are good and a hard worker, they will be permanent, otherwise, just give them notice and recruit others.

But don't block our way to finding a job by asking for references.
