No Sleeping rough this winter

I propose South Lanarkshire Council use empty buildings to prevent any one from having to sleep rough this winter. This is already happening in Manchester and will be shortly in Bradford too.

Why is this important?

to prevent deaths and to prove we care about the wellbeing of all citizens
