Oppose the Controlled Parking Zone (CPZ) proposal in West Thamesmead

Greenwich Council plans new Controlled Parking Zones (CPZs) across several areas, including West Thamesmead. We do not need a CPZ here as it would restrict residents and burden visitors, carers, tradespeople and local workers, creating a parking problem when there is not a parking problem to start with.

We are requesting for Greenwich Council to remove West Thamesmead from the CPZ rollout. Please sign to tell the Council: no CPZ in West Thamesmead.

Why is this important?

Greenwich Council is proposing to introduce a Controlled Parking Zone (CPZ) in West Thamesmead (alongside Charlton, Blackheath, Kidbrooke and Woolwich). This would significantly affect how and where residents, visitors, carers, tradespeople and local workers park in our neighbourhood.

  • Double yellow lines on majority of roads
  • Permit parking spaces, which can cost hundreds per year, and doesn’t guarantee a space
  • Pay & Display parking for visitors, tradesmen, all with annual quantity limits

For many households, especially families, shift workers, people with disabilities or health needs, and those supporting relatives, car access and practical on-street parking are a necessity. A blanket CPZ would add cost and bureaucracy, complicate everyday visits and increase parking pressure on everyone.

West Thamesmead’s abundant green spaces, such as Gallions Park, Gallions Reach, Broadwater Green and the lakes, are valued by both residents and visitors from outside the borough. Parking restrictions will discourage people from coming to enjoy these spaces, undermining public access to areas vital for physical activity, mental well-being and social interaction.

We’re asking the Council to omit West Thamesmead from the CPZ plans and to work with residents on targeted, proportionate measures where there is clear evidence of problems such as fly-tipping, potholes and speeding, rather than imposing borough-wide restrictions that don’t match local conditions.

We favour safer, greener streets, but lasting change comes from investment in walking routes, crossings, secure cycle parking, electric bikes dockings and genuinely reliable public transport improvements, but not from a quick-fix CPZ presented as the answer to a problem that doesn’t exist here.

Local residents should not be disenfranchised, and the Council should not rush through consultations or any implementation of a CPZ before the borough-wide elections due in May 2026.

Petitioners urge the Council to reconsider its plans for West Thamesmead: we do not need a CPZ in our neighbourhood.

Once you have signed this petition, please also:

  • Take part in the Sustainable Streets consultation at sustainable-streets-rbg.commonplace.is. You can complete this multiple times for different areas (the consultation deadline is currently 30th September).

  • Encourage your neighbours, schools, workplaces and local groups to complete the consultation and sign this petition, this is especially important as the consultation is taking place over the summer holidays when many people are away.

  • Share the petition and the consultation link on social media and join the whatsapp group for real time discussions

  • Email your ward councillor(s) to tell them about this petition and how you feel about the proposed changes.

If we don’t respond, then nothing will change, and the Council will assume we are happy with the proposals. Pressure from residents in Shooters Hill and Plumstead stopped the schemes there - We can achieve this too!

West Thamesmead local representatives
