Pedestrians in car parks

Years ago carparks were brought into line with the public highway.However there is no requirement for them to provide walkways for pedestrians to get from their cars to their destination,so effectively people have to walk in the road.I believe they should be made to provide walkways even if they are only painted on the roads thus giving legal protection to pedestrians and putting the onus on car drivers to drive with care.

Why is this important?

Recently I saw a news item where a person was injured in a car park.In large car parks you could have to walk a considerable distance dodging cars to rech a safe area.
