Protect Clayton Road and Stour Close from Traffic Chaos

To Sir Bernard Jenkin
The original application (14/01431/OUT) was approved in 2016 with several conditions applied. Since 2016 there have been several subsequent applications one of which was to use Clayton Road and Stour Close as the only access road to the development. Persimmon Homes also submitted a request to overturn the previous application condition for access via a roundabout on the A120.
Common sense prevailed and the application was rejected because of the traffic chaos which would be caused to the residents of these small residential roads. There would also be complications to the access for the ambulance station situated on Clayton Road.
Harwich and District Indoor Bowls Club (HDIBC) own the land and property adjacent to a small parcel of land connected to the development site. A small access road is situated on this piece of land which is the only access to the bowls club. The road is gated and secured by the club and has been maintained by the club for more than 26 years and we have always been assured of unrestricted access into our facility.
Several weeks ago, HDIBC received an email and satellite picture showing our club and our access road with a proposal from Persimmon Homes to build a ‘temporary’ road leading from Stour Close onto the development for the purpose of building the first 29 homes and then a further 51 homes to be the first phase of the development.
We see this as a blatant attempt to bypass the planning process and will eventually result in them re-applying to use Stour Close and Clayton Road as the only access onto the new housing estate. This would be purely and simply a ploy to save the cost of building the new roundabout and to further increase their profit. This shows no regard to the lives and daily living of the homeowners along the whole of Clayton Road and Stour Close.
We have had a meeting with Mr. Tom Johnson, a resident of Stour Close and the Chairman of the Valley Park (Dovercourt) Management Company Ltd. Which in turn is owned by the homeowners of the Valley Park Development along Stour Close. This land is maintained by the management company, the costs of which are paid by the homeowners.
He is of the same opinion as the HDIBC and is totally opposed to this proposal by Persimmon Homes. Our two organisations are working together to raise public awareness to these new tricks from Persimmon homes and to let them know we will oppose them at every opportunity.
We ask for your support against this company, who’s only interest is maximizing profit without thought for the residents of Clayton Road and Stour Close. There will be no benefits to the Greater Harwich community as all the plans to build a Doctors Surgery, Cinema and warehousing etc. have been shelved. We welcome the expansion of Harwich, but not at the cost of infrastructure and services within our community.
We believe that the entire project should now be put on hold until Persimmon Homes respect the planning which was granted, and to invest in our community and build the new A120 roundabout before any residential properties are built.

Why is this important?

We have to move quickly to prevent Persimmon Homes from going ahead with this request. The additional traffic along our already congested residential roads will lead to further congestion and the potential for more accidents. We see this as an attempt by Persimmon Homes to overturn the planning condition to build the access via a new roundabout on the A120.
