Reduce travel costs for 16-18 year olds

Provide pass to reduce fares for 16-18year olds whilst travelling to school/college like the scholar pass for under 16s
Or allow students rail cards to be used at the time they are needed to be at school/college

Why is this important?

Students now have to be in education until they are 18 yet there are no transport concessions from age 16. Student railcards are available only for those in full time education yet cannot be used to travel until after 10 am
These students pay the same as an adult commuter
