Reinstate Hard Shoulders on Smart Motorways for Safety

As the building of new Smart Motorways in the UK has been cancelled over safety concerns, then existing ones, and those still under construction, need to be made safe again, by reinstating the Hard Shoulders on every single one.

Why is this important?

This needs supporting, because enough motorists have been killed already due to the unsafe design of Smart Motorways with nowhere to safely stop in an emergency.
