Keep Church Langton’s ‘Open Space’ Open

We petition the Trustees of the Leicester Diocesan Board of Education immediately to suspend its public tendering process intended to find a tenant for its formally designated Open Space Sport and Recreation land in Church Langton; we further petition Trustees to engage in creative un-pressured discussion with villagers and village institutions about a short and long-term future which allows all members of the community to continue to enjoy using the only open space in the village, through Covid-restricted times and beyond.

Why is this important?

The Leicester Diocesan Board of Education has tried in recent years since 2016 to get building permission to build on the only open space available to Church Langton villagers (in Leicestershire). After a long tussle in the face of universal opposition from local residents and the Parish Council & District Councils, two planning applications were refused, and an appeal was roundly rejected on appeal to a planning inspector. Now (for a second time) the Board is seeking tenders for renting the land (deadline 27th November), again expressing a preference for grazing which will stop the community using the land as at present.

The Board, part of the wider Church family, is a registered charity which claims in its vision statement to act in ways ”rooted” in “partnership with parish and community”. Yet it has refused even to pause the tendering which it suddenly sprang upon a village now in Covid lockdown, when a pause would help everyone to do everything possible to seek together a reconciliation between the LDBE’s interests (as its Trustees currently interpret them) and those of the community.

After initial cordial discussions highlighted the very real differences between LDBE and the community, but also began to suggest some possible creative and constructive ways forward, two residents, subsequently supported by over 60 members of the local community on the local village Facebook group, have had their emailed request to LDBE to pause the tendering rejected (on 17th Nov). The Parochial Church Council — another member of the Church family — have now requested a pause, and wish the land to remain open to all. The Parish Council, which has previously offered to rent the land but been turned down, has also asked formally for a pause, and desires the same accessibility.

The Trustees are stewards of the land, enjoined by LDBE’s formal objects to act in line with the doctrine and practices of the Church of England as they promote church education, and by their own stated vision to act “rooted” in “partnership with parish and wider community”. To pause to talk while the land is kept open would be constructive, seem very Christian, and demonstrably show partnership. All parties might create a mutually acceptable, better solution for the short and longer term future. The Trustees would be acting, as all charity trustees must, for the wider ‘public benefit’.

Dear Supporters
With the help of our petition here on 38 Degrees and your signature we succeeded in forcing `Leicester Diocesan Board of Education to suspend tendering for grazing on our only Open Space in Church Langton and talk, as was the intention.

Now after four months of Zoom-meetings I sadly have to report back to you that we have in essence got nowhere in keeping all our Open Space open to the community and indeed everyone.

So we shall need to gear up for campaigning again in public — including maybe another petition, this time to keep the space open. But for the moment again thank you for your support.

We are past 275 and still rising. Thank you everyone. Target at least 300 today. But I am now involved in my granddaughter’s imaginary tea party and sneaking an update while helping her. Granddaughter often uses the field.

200 signatures in the first 24 hours. The Diocesan Board of Education has, as one of two objects, acting in accordance with the principles and doctrines of the Church of England. They may like to reflect upon this from the Bible , Philippians Chapter 2, verse 4:
“Writing to the people of Philippi, Paul told them that as Christians they must not look out for their own interests only but instead they should look out for the interests of others too “

I have sent the text of the petition itself formally to the Chair of Trustees of Leicester Diocesan Board of Education, and asked him to circulate to all trustees, with the rationale that persuaded, or helped persuade 125 signatures to date. I have alerted MP Neil O’Brien and Leader of Harborough District Council.
