Stop fly tipping, but how?
We need to have an incentive for people to stop fly-tipping; this could be it.
The government sets up frequent cash prizes. To win it, a person registers their waste on a web portal, providing basic details of the waste, e.g., a photo. They then scan the registration details of the company they are employing to dispose of the waste. The Environment Agency now has a photo of the waste and who has it. The waste carrier must now scan their waste registration at an approved dump. This action sends an email to confirm it has been correctly disposed of and that they have been entered in that week's/month's prize draw. If the person disposes of the waste themselves, they can register for the draw at their local tip.
The result will be people wanting to dispose of their waste correctly to have a chance to win money.

Why is this important?
Increasing the penalty for fly-tipping will have little to no effect on the problem. It's too easy to find a location and tip without being caught. We need the waste to be trackable in some way, and this would do it.
This scheme will save money from being wasted on ineffectual investigations and enforcement.
