Stop the bombing of innocent civilians in Syria

Start collating and publishing the names of the Russian and Syrian personnel responsible for the bombings to enable procedures to commence to charge them for war crimes

Why is this important?

Other than war with Russia the fear of future consequences maybe the only way to prevent the annihilation of the Syrian people
