make penalties the same as driving under the influence of alcohol/ drugs. Or even more severe.

Why is this important?

It puts lives at risk - its extremely dangerous not to look at the road whilst driving. Seems to be the norm lately. Witnessed car crossing red lights at speed oblivious, pulled along side later, yes texting still. To think of the fine being the same as a parking offence is unbelievable.
