top-up cards for the rough sleepers

We would like the council to fund a £50 per week top-up card for Peterborough's rough sleepers. This would be for food and drink only. We think that it would benefit these people as they can use this card to get guaranteed food and drink from local supermarkets and small local shops every week.
With 31 sleeping rough it is very important.
This card will also have facial id, in case if anybody decides to steal this card from the rough sleepers.

Why is this important?

This is important because it is part of their human rights to be entitled to food as well as shelter. We are targeting the food side of it because it will make these people feel like their is a bit more hope and it will help them on their way to regaining a normal life. The cards will be funded by either Peterborough City Council or central government and will make a big difference to many rough sleepers' lives.
