Manchester Demands a Winter Homelessness Plan

Manchester Demands a Winter Homelessness Plan

In December 2018, Persons Unknown Manchester, a group of activists occupied a building on Market St to protest against Manchester City Council and their lack of a Winter Homelessness plan.

With the support of Greater Manchester Housing Action, Persons Unknown MCR is calling on Manchester City Council to put in place a bold and radical Winter Plan that would actively prevent homelessness in the city.

We’re also calling for their to be public meeting with Andy Burnham, Richard Leese and Sue Murphy to be held accountable for the crisis in the city and commit to strategic, long term preventative action.

Why is this important?

When Andy Burnham was elected Mayor of Manchester, he promised to end homelessness in the city by 2020. But, there is still no concrete commitment or plan in place that says exactly how this is going to happen.

Thousands of people across Manchester are living in the streets in temperatures that are unbearable. People sleeping under bridges, in doorways or flyovers is now a common site. In one of the largest cities of the the 5th richest country in the world, this is unacceptable.

We are calling on Manchester City Council to make it priority and matter of urgency to publish a comprehensive, council funded, inclusive winter plan to stop deaths by rough sleeping, prevent evictions across Great Manchester and increase availability and access to safe winter homelessness shelters.

Our specific demands, and what greater detail of exactly what we wish to see including with the plan, can be found on the GMHA blog:

How it will be delivered

We will deliver the petition, along with an open invitation to a public meeting to Andy Burnham, Richard Leese and Sue Murphy via email to continue communications with the council leadership and confirm the date for a public meeting.

Have a read of The Meteor article "Is Burnham's A Bed Every Night scheme enough?", which was released while the squatters occupied the Market St. squat, and is a great resource for the public to know more about the scale of the homeless crisis in Manchester and the new initiative that seeks to address it.
