House refugees in empty flats.

Identify overseas-owned residential property that has never had any, or a long-term, resident since its purchase.
Enact a law that makes it possible for the local authority to make short-term use of such empty properties to house refugees. Create a category for 'refugee housing' and let Housing Associations (or similar) administer it.

Why is this important?

Property is being used as 'cement money-boxes' by overseas investors, kept empty deliberately and inflating the property market.
Refugees (in countries that recent British military action has helped to destabilise) need homes - morally, we should help more.
