M3 J4 - J4a to J2 Smart Motorway Consultation
Dear Sir / Madam
I request that there is a pause to any planned works of the conversion of the M3 motorway between Junction 4 to Junction 4a until a satisfactory public consultation of the plans and its outcomes has been completed. Dependant on that consultation, to then implement the findings and concerns of residents living in close proximity to the motorway. This could include stopping the process or ensuring ALL necessary protection to mitigate against increased road noise, air bound pollution and unsightly encroaching traffic has been demonstrated and agreed.

Why is this important?
Statutory Consultation for this project commenced in Feb 2013 and concluded in May 2013 for the whole area of the proposed M3 motorway works. The results of the consultation were published in September 2013 and may be viewed on the Highways Agency website. There is one screaming limitation about this consultation. ALL respondents are from Surrey. NONE from Hampshire. On asking various organisations in Hampshire as to whether they had been invited to comment during the consultation period none can recall such an invite.
Then in Feb 2014, information was received that work would commence on the motorway conversion as of 17th March. Also at that time it was suggested that a there was still an open consultation process going on.
Work for the motorway conversion commenced on 17th MArch 2014. There has been no published outcome from the latest consultation plus residents and elected representatives for the potentially blighted areas have not been advised of where to respond to the consultation nor has there been any public presentation of the Highways Agency intentions for the Hampshire stretch of the M3 motorway from Junction 4a to Junction 4.
At present it would appear that the original consultation is flawed, by the lack of inclusion of Hampshire residents. It would appear that the rushed out secondary consultation (following the Sept 2013 published outcome report) is an effort to 'paper over cracks' created by somebody ignoring or forgetting that this part of the M3 motorway is in Hampshire and affects disproportionately the residents of Rushmoor Borough where the homes are built close to the affected motorway.
