Make it mandatory for a vehicle's keeper to name the driver after an RTC, where the driver has fled.

If a driver gets a speeding ticket or parking fine, it is mandatory for the registered keeper to declare who was driving at the time, yet this is not the case when a driver damages another vehicle and flees the scene. There needs to be a change in law. If the registered keeper fails to identify who was driving at the time, then they should be held accountable, as is the case with minor offenses.

Why is this important?

The registered keeper can deny any involvement, and it's up to the affected person to foot the bill for any damage to their own car.

My neighbour still has parts from a vehicle, which wrote off her own car. She has matched the parts to a car down the road, yet the Police refuse to visit the registered owner, saying that they can 'just deny it' in court. This is simply unfair, and unnecessary. A simple change in law would allow the affected person to sue the registered keeper for the damage, much like rogue car parking management companies.
