Please help my son be in same school as his brother and my daughter keep her nursery place

In November 2017 I put my son's placing request in for same school as his big brother who is starting p2. few weeks ago my son's request was refused!
I attended a panel meeting was also refused! My son will now have no school to go to as there is no way I can be at two places at same time it's impossible.  I can't even move his older brother out the school he's in as it took him months to settle and gets certain support wich the catchment school can't offer same help for him he's doing so well don't want him affected he's so happy  shouldnt have to change! I have loads off support and letters from health visitors speech and lauange ect  saying his oldest sibling can't be moved if his brother is not accepted to same school as he has some difficulties adapting to change and the school he attends has been brilliant he also attends the nuture room few times a day in the school for support his catchment school doesn't have this wich isn't good . Also they have a younger sister who is 2 just been accepted for the nursery wich is attached to school i want my son to attend and she is so excited we have been on waiting list for a year so far my son has no school for August to start as it's impossible to take my other son to school and nursery wich are in opposite direction would take me 40mins to walk to each school wont work and is futher away from my home  I actually have no one that could help me with the kids getting to school and back! My son's so excited about starting P1 to be with his older brother and his friends as he has visited the school loads with his nursery as both are same building. He asks me constantly if his letter from schools been yet as he knows his brother got 1 before  it's going to break his wee heart when I tell him am hoping i won't have to 😭 This is happening to so many familys something needs done its a disgrace!
The stress weeks before the children start no uniform it's so upsetting for all!
