Simplifying Energy Tariffs

To set prices as per kw/unit without the standing charge etc. ie Petrol is priced per litre. Why cant electric and gas be priced per unit? This I think would make competition more straightforward and so much easier for people to understand.

Why is this important?

We are encouraged daily to switch suppliers for a better deal. This would be so much easier if this method could be adopted.
