Dog owner licensing

Compulsory vetting and licensing of any person wishing to own a dog.
Cost to be covered by fees;- vetting by RSPCA or similar body to include CRB checks.

Why is this important?

Dog attacks on humans and other dogs are increasing. Specific breeds are not attacking people or animals across the breed, but irresponsible owners causing problems
