No UK public service contracts for companies who don't pay UK tax

I want the British Government to pass a law that companies tendering to provide services paid for out of the public purse should have to show that the company and the beneficial owners of the company pay their fair share of UK tax. Companies not registered in the UK for tax purposes should not be allowed to tender for such contracts. Companies whose beneficial owners are not resident in the UK for tax purposes should also be excluded. Ideally only not for profit organisations should compete for these contracts.

Why is this important?

I feel that this is important because public services should not be used to generate profit for individuals or shareholders beyond what is necessary to operate the service and provide investment into improving the service.
