Legalise the carrying of Lock Knives of 3 inches or under

A small bladed lock knife is a tool not a weapon, the lock on a folding knife is a safety device designed so that the blade doesn't close during use and cause injury to the user.

Why is this important?

The majority of knife crime is not committed with folding knives anyway; most stabbings are carried out with large bladed kitchen knives, which obviously have no legitimate use out of the kitchen.
